Enrollment into the Customs Carrier Register allows us to execute our international conveyance throughout Customs Union (CU) territory due to Internal Customs Transit (ICT) requirements. Customs carrier status of our company guarantees our clients that conveyance of their goods will always be executed with a minimal risk of customs legislation violation while company fulfils its obligation for safe goods delivery.
Customs carrier status can be obtained only by a transportation company that was actively functioning for more than 2 years on the international transportation market, has its own vehicle "fleet" and last but, not least, has provided a sufficient amount of money to Federal Customs Service as a bond for duties and taxes for future goods to be transported. We currently operate a fleet of 30 trucks, that allows us to convey international freights throughout CU without any engagements of other carriers.

We do you need customs carrier?

Customs Carrier is not a Santa Claus, it doesn't look in once a year to present you some tooth caries. Instead, it hauls freights under customs control. Questions occurring during the process of customs transportation of uncleared goods are always unique and unpredictable. Thus, the easiest way to answer such questions is customs carrier.
One of the most demanded services of customs carrier is the transportation of uncleared freight/cargo from one customs terminal onto another. This kind of situation happens fairly often: freight was delivered to the wrong customs terminal or to an airport terminal, that doesn't provide a service of clearance for your type of freight.

Thus, a consignee faces two types of tasks: find a carrier and provide a customs office with guarantees of customs duties and taxes, with the addition of Internal Customs Transit procedure paperwork. Sure, you can invest your highly precious time into it, and in a month or two, having lost tons of time and effort, you will be able to state "I did it myself"!
On the other hand, you can find a custom carrier, who already deposited sufficient amount of money into those guaranties for you(and its other clients) and is familiar with all twists and turns of Internal Customs Transit procedure, and will make, without any mistakes, transit and transport paperwork, and will, eventually, 100% deliver your freight.

Internal Customs Transit

Internal Customs Transit is a customs regime of goods conveyance between two customs terminals within the Customs Union(SU). A conveyance of goods that require ICT regime are the ones that hasn't been discharged into a free circulation (not cleared by customs office), thus placed under a special customs regime. Any type of goods could be conveyed under customs regime, but for those banned by the legislation of CU.
ICT differs from other customs transits by the responsibility for compliance with all the rules of goods conveyance, on the territory of the CU that lies solely on a carrier. ICT can be carried out only after customs office authorizes it. In order to receive that authorization, a customs declaration should be lodged.

 

Is Customs carier a solely Russian phenomenon?

Not each and every foreigner can understand the meaning of customs carrier. All because the transportation processes in Russia and EU running due to different principles.

Theoretically its the same: in both cases for uncleared goods conveyance you must obtain a transit declaration and a guarantee/voucher that all the duties and taxes will be paid. Bit within EU territory each and every carrier can perform it, as he only caries goods, while the same expedition firm, that makes a CD for the goods, vouches for you.
Meanwhile in Russia: nothing seems to be an obstacle for you to go to a customs terminal and receive a certificate of all duties and taxes guarantee for your freight, get a surety bond from an insurance company and hire the most average carrier that will perform a carriage for you for a bag of peanuts. In total, it will definitely be cheaper. But practically, it might take a couple of weeks for you to get a certificate from customs and that surety bond is not free of payment neither. Thus, customs carrier is not the only option, but it is the only free of pain way to carry uncleared goods under ICT regime.

 

Is it profitable to hire a customs carrier?

If you have to convey a cheap freight, that falls under a couple customs codes and it completely goes to a single customs terminal, that it will be way cheaper to hire a regular carrier and TIR Carnet would occur to be the cheapest variant. And there are way more of those regular carriers and they have way lower rates as they spend no money for guarantees from Federal Customs Service and compliance with other requirements.
But if you have to convey goods with a high value, i.e. the amount of duties and taxes to be paid for its customs clearance exceeds 60 000 EUR, then additional expenses (Customs Escort through the territory of Belarus, transit declaration, surety bond from an insurance company will thin your wallet up for as minimum as 25 000 RUB. In case of consolidated freight, the sum of those expenses can easily double or even triple.
Neglecting the loss of time for TIR Carnet opening procedure in EU (couple of hours or more, while with customs carrier your goods wouldn't waste even a minute), escort wait-time at the parking lot of Kozlovichi border terminal (1-2 days), paperwork fill in at Krasnaya Gorka terminal (+1 day), you will eventually loose 3 days. That sounds too much for us. The best way is sure to hire a customs carrier.
